Boulder Vistas
Boulder Vistas is being developed as a model senior living community specifically designed to address the needs of the residents of Boulder City, Nevada. JSR conducted focus groups to better understand the needs and the viability of a retirement community for the Boulder City area. The focus group findings were tested against the demographics of the area, and a model was developed that includes Health Care Case Management (HCCM) services that provide a continuum of care and aging in place opportunities for residents.
Boulder City began as a reservation for the builders of the Hoover Dam. After completing construction of the dam, the residents wanted the reservation to become its own town. As a result, much of the housing and some of the residents are from the original settlement. Through the focus group work, JSR discovered that Boulder City has three types of senior populations: those with large assets and large income, those with small assets and modest income, and those with very little assets and larger incomes. Consequently, a traditional CCRC would not be the appropriate product for this area. However a combination of for-sale and rental housing with some extended care would meet the needs of a large percentage of the seniors living in Boulder City.
JSR chose to incorporate extended care services into the fabric of the community as per the concepts of Dr. William Thomas’ Eden Alternatives and The Green House Project (a social model that includes 10-12 units in a group home setting based on prototypes in Tupelo, MS). The first phase of the Boulder City project includes 44 rental units, 44 cottages/duplexes/quadplexes, 20 units of assisted living/skilled nursing, and a Town Center. The community space within the Town Center will include a wellness center for HCCM, indoor swimming pool, activity space, bistro/cafe and dining space.
JSR Associates, Inc. developed the Boulder Vista’s model of senior living with the City, the advisory committee, and local service providers. They completed the Request for Proposal for the project, and Volunteers of America was chosen to complete the development, management and operations for the project. JSR will continue with this project through design and contract completion on behalf of the City of Boulder City.
